Introduction to the sub-regional offices in MENA

Cooperating partners

The programme cooperation is based on the global network of national trade union centers affiliated to the Arab Trade Union Confederation (ATUC), which is the regional organisation of the International Trade Union Confederation (ITUC). The MENA programme is supported by the Danish-Arab Partnership Programme from the Danish Ministry of Foreign Affairs.

Programme and focus areas

  • Decent work and social dialogue on the labour market.
  • Collective bargaining agreements and working conditions.
  • Women and youth in the labour market.
  • Labour market laws and implementation.
  • Protection of migrant workers.
  • Conflict resolutions at enterprise level.

Programme strategies:

Both at the sectoral, national and regional level, one or more of the following strategic intervention areas are included in the cooperation with partners:

1. Organisational capacity development.

2. Training and education of leadership, shop stewards and activists.

3. Lobby and advocacy – information and campaign activities.

4. Administrative and financial management systems.

5. Organising strategies and development of democratic trade union structures.

6. Formation of networks and alliances.

7. Social dialogue.

Education of trade union leadership, shop stewards and activists is an important element in DTDA supported programmes. It enables trade unions to address key priorities, secure democracy and build capacity in practice. Education activities range from establishing educational systems to shop steward education and study circle activities.

Capacity to carry out advocacy is an important element in any trade union participation in social dialogue in MENA and paves the way for the influence on decision-making processes, including negotiations of collective agreements, improvements of working conditions, vocational training and social security services.

The DTDA  programme intervention in MENA is carried out in cooperation with DI (The Confederation of Danish Industri). The DTDA  and DI encourages co-operation between the social partners in the MENA region and are supporting capacity development of trade unions and employers’ organisations.

Presence in MENA:

The DTDA currently has offices in Tunis and in Jordan, which provide technical assistance and thematic advisory services to our partners. Both international and local advisors extend their services in close collaboration with headquarters in Copenhagen.
